It's done on a per-project basis. Open up the mailing info window under Mail menu, Mail merge information. Under the General tab, you can set the "Default merge encoding"
Generally, email often does not deal well with non-ascii characters in email headers. If your language needs this capability and you are sure your recipients have the capability to receive 8-bit (extended ascii) characters in email headers, you can turn on the "Allow 8-bit characters in headers" option.
